Aim of the Programme
The programme is designed so that, on graduation, students would earn the planned degree of Doctor of Medicine with the knowledge, clinical competence, communication skills, professional attitude and ethics, and lifelong-learning ability to enter postgraduate specialisation and to practise as a doctor — in Montenegro and any EU member state, in line with Directive 2005/36/EC, Article 24.

Recognition & Standards
The programme is being designed to European and international benchmarks so that, once accredited, quality, comparability and recognition are built in from the start.
- Directive 2005/36/EC: the planned six-year, 360-ECTS structure is designed to meet the EU minimum for automatic recognition of the medical qualification (at least 5 years and 5,500 hours of theoretical and practical training), as amended by Directive 2013/55/EU.
- ESG 2015: designed in line with the European Standards and Guidelines for Quality Assurance in the EHEA.
- Bologna Process & ECTS: a planned 360 ECTS, learning outcomes and student-centred design for transparency and recognition.
- WFME Standards: designed to the World Federation for Medical Education benchmarks for basic medical education.
- Montenegrin NQF & Law: intended to comply with the Law on Higher Education and the National Qualifications Framework of Montenegro.
Accreditation Status
FMSZN is completing its institutional approval and accreditation process with the Agency for Control and Quality Assurance of Higher Education (ACQAHE) and the Ministry of Education, Science and Innovation. Enrolment will open once accreditation is confirmed.
Admission Requirements
FMSZN plans to apply fair, transparent and merit-based admission. Entry to the proposed Integrated Bachelor & Master of Medicine is planned to require:
- Secondary education: completed four-year secondary education with the State Matura Examination.
- Subject background: a science background appropriate for medical study (e.g. biology, chemistry, physics, mathematics).
- Entrance examination: a successful Faculty entrance examination in biology, chemistry and general aptitude.
- Language: proof of proficiency in the language of instruction (English and/or Montenegrin).
- Foreign qualifications: international credentials are recognised in line with the Lisbon Recognition Convention and Montenegrin legislation.
Admission criteria will be published before each admission cycle, and applicants will be able to appeal admission decisions through a formal procedure.
